   Bumiputera ICT Technopreneur Development Programme (BITE)

Overview

The Bumiputera ICT Technopreneur Development Programme (BITE) was initiated in November 2005 and under purview of Technopreneur Development Division (TeDD) of MDeC.  The thrust of the BITE programme is to increase Bumiputera participation in the ICT sector, promote technopreneurship as a career choice and to reduce unemployment among Bumiputera graduates.

BITE is organized in a 2-pronged approach, Partnerships and Business Development.

BITE Partnership

BITE Partnership build and foster relationships with relevant government and non-government agencies with intent to reach-out to entrepreneurial bumiputera across the country. Activities include awareness of ICT industry, its potentials and business possibilities.

 

BITE Business Development

The activity of BITE Business Development is to enhance business idea of ICT Entrepreneur. We work with relevant state agencies and associations to identify suitable candidates to participate in our Idea/Business Enhancement Workshops.



The Programmes

Generally, the BITE programmes aim to increase Bumiputera participation in the ICT.  A lot of efforts have been taken to increase the number of leads and ideas.  Promising ideas will then be adopted in the existing TeDD programme to be further developed.

The main targets are graduates and existing start up Bumiputera ICT companies.  The BITE programme concentrates its effort on disseminating the information to identified colleges and universities where Bumiputeras are high in numbers.  In addition, MDeC also collaborates with relevant associations to attract more players from the industry to join the programme.

The Partnerships

BITE has established two partnership programmes at present, with Majlis Amanah Rakyat (MARA) and Ministry of Entrepreneur and Cooperative Development (MeCD).

Together with MARA, the programme is known as MATEC.  In 2004, MDeC has signed an MoU with MARA with the objectives to engage in technopreneur development activities. MARA is establishing a lab in MSC Malaysia Technology Commercialisation Centre (Formerly known as MSC Malaysia Central Incubator), Cyberjaya to allow the participants to develop their products by using all facilities there.  At the same time, participants can also leverage on the technical expertise and capabilities provided by the .NET, JAVA and Open Source labs.

In 2005, MDeC began its collaboration with State Government’s State Economic Development Corporation (SEDC) through the Ministry of Entrepreneur and Cooperative Development (MeCD).  This programme is called Technopreneur Academy Program (Formerly known as E Biz Academy).

This effort is in line with the strategy of MSC Malaysia in the second phase under the pretext MSC Malaysia National roll-out.  As Cybercity status is to be awarded to qualified state, this program helps in creating Technopreneurs and ICT enterprises in the state.  Participants are mostly graduates and local citizens to the state.  Participants will go through business enhancement program during the 90 Days Incubation which is monitored by BITE. They will then join similar programme within the TeDD.  Nevertheless, state will provide the facility while MDeC provides the contents, coaches and mentors.

BITE aims to have many more collaborations with other various industry organizations to fulfill its objective.

All this effort is to ensure that by 2010, Bumiputera makes up at least 30% from the overall number MSC Malaysia Status companies.  All Bumiputera graduates and ICT Start up companies are encouraged to be in this programme.
