The National Incubator Network (NIN) is one of the three key components of the Start-up Programme under the Technopreneur Development Division initiative. The NIN plays an important role towards fulfilling one of the main objectives of the Division that is to "capture and cluster" technopreneurs nationwide and to spawn as well as nurture a critical mass of technopreneurs, Small and Medium Enterprises (SMEs) and start-up companies involved in Information and Communications Technology (ICT) and biotechnology industries.
The National Incubator Network will also comprise a unique "community" where incubators throughout the country will be part of a network-sharing and providing opportunities for new ventures, knowledge and expertise on a common platform.
To this end, the Multimedia Development Corporation spearheads the initiative to create sustainable incubators nationwide that would provide a conducive environment to nurture budding technopreneurs. Built within the NIN also is the knowledge-based Centre of Expertise which helps in developing best practice incubation models, programmes and talent to mentor and nurture successful start-ups, such as mentoring programmes, business advisory and business plan enrichment services.
These incubators will be the spawning ground for entrepreneurs nationwide and will form the nuclei for the physical rollout of the MSC Malaysia throughout Malaysia by early 2004.
Benefits to Technopreneurs:
- Incubators that are members of the NIN would present technopreneurs with the ideal environment to nurture their ideas and transform them into successful businesses. Incubator operators will provide strategic guidance, mentoring and assistance to technopreneurs
- Technopreneurs located in MSC Malaysia Status incubators (within or outside the MSC Malaysia zone) will be able to enjoy some of the incentives under the Bill of Guarantees
- Technopreneurs will be clustered and be able to leverage from the community network and Centre of Expertise in terms of knowledge-sharing
- Through joint efforts at the strategic level and project collaboration with world class ICT companies / leading international incubators, technopreneurs will be able to gain added value in terms of knowledge, resources and new market access.
Furthermore, this unprecedented network of incubators will gradually extend beyond Malaysian shores, linking up with foreign incubators and technopreneurs, with the aim of expanding the “community" of technopreneurs.

Benefits to Incubator Operators
Special incentives and privileges will be awarded to incubator operators under the NIN programme. These incentives include MSC-Status and special privileges under the Bill of Guarantee, namely:
World class telecommunications infrastructure (currently extended to incubators located in MSC Malaysia designated cybercities only)

Freedom to source capital In order to attain these privileges, operators must qualify and satisfy the following eligibility criteria:
MSC MalaysiaStatus Eligibility Criteria
To qualify for MSC Malaysia Status and its benefits, the incubator must satisfy the following criteria:

Technology Focus
The Incubator must house tenants that are involved in ICT/Multimedia (e.g. software, e-commerce, telecom), biotechnology and/or bio-informatics.

Tenancy
The Incubator must house early stage growth companies (ie seed-level or start-up companies, see defination below) involved in the above defined technology focus areas.

Entities that have been incorporated within the past two years, and have ideas or concepts that require funds for proof of concept

- Facilities
The Incubator must offer at least the following basic facilities:
Internet accesss at minimum bandwidth of 128kbps
Shared facilities (eg meeting rooms, reception, audio-visual systems)
Business advisory support (in-house or outsourced)
Minimum 2,000 sq ft floor space
- Funding and Fundraising
Applicants must demonstrate the ability to provide direct investment capital or establish channels for financing seed or growth capital.
- Mentoring, Coaching and Training
Applicants must demonstrate availability of resources in providing mentoring, coaching and training through staffing of incubatee with expert in various relevant business acumen and linkage to experienced and well endowed industry players

[ Note : Incubators that are awarded MSC Malaysia Status automatically become members of the National Incubator Network. All newly formed incubators must register with the Registrar Of Companies within a month of obtaining MSC Malaysia Status. ]
Application Process
The key steps in the application process are as follows:

All applications will be acknowledged by the MDeC within 24 hours from the date of receipt. The acknowledgement letter will also contain the name of an account manager from the MSC Central Incubator who will act as the point of contact for all further communication and assistance.

Within 7 days from the date of the acknowledgement letter, any additional information or clarification needed from the applicant will be conveyed in writing by the account manager.

If the original application is complete, or upon receipt of additional information as required under paragraph 2 above, a letter of completeness will be sent by the MDeC to confirm that the application is deemed complete;

The decision on the application will be conveyed to the the applicant within 30 days from the date of the letter of completeness referred to in paragraph 3 above; and
-
Successful applicants will be informed about the benefits and other terms and conditions of the offer. Unsuccessful applicants will receive a written explanation stating why the application was not approved. Borderline applicants will be advised to refine and re-submit their applications.

Applicants are requested to use the MSC Malaysia Status incubator application template in submitting their applications

Applicants are required to submit the following to the MSC Malaysia Technology Commercialisation Centre: - Three hard copies and one soft copy of the application - One copy of three years audited report of substantial stakeholders - Non-refundable processing fee of RM2,000 payable in the form of cheque or bank draft to Multimedia Development Corporation Sdn Bhd
